ITANAGAR, Aug 19: A team of Legal Metrology & Consumer Affairs department headed by Amrit Taba, Assistant Controller (LM), Papum Pare district has conducted a surprise inspection in and around Vivek Vihar and Chandranagar and Itanagar area yesterday and booked 14 traders for violation of the provisions of Legal Metrology Act and Rules. The traders were found using unverified weights and measures during commercial transactions, which attract penal section under Legal Metrology Act, 2009. While reminding the traders to get their weights and measures duly verified in time, the Department also appealed each and every responsible citizen to come forward with their grievances and lodge complaints either to the Legal Metrology Officers or in appropriate Consumer Fora established by the Government throughout the State, according to an official release.

Lohit, Siang rivers on spate, Dambuk, Hunli cut off
ROING, Aug 19: With rain continuing unabated, road communication in Lohit, Dibang Valley, Lower Dibang Valley and East Siang have been affected. Water levels of all major rivers including Lohit, Siang have raised drastically.
Due to incessant rainfall in Lohit, the water level of all major rivers of the district including Lohit, Kalikhola, Digaru, Lasapani, Denning, Tezukhola, Duranala are flowing above danger level, as per report received from Water Resources Department.
Major erosion took place at MIP Balijan area at Sunpura Circle and MIP at Pomliang and Hucheliang at Tezu Circle due to turbulent flood water.
Water levels of the above rivers are still in rising trend. Deputy Commissioner Tamiyo Tatak has directed all the outpost admin officers to keep strict vigil on flood situation and submit daily report to him.
WRD has been directed to monitor flood situation in the District and to keep close eye on water level of all major rivers flowing in the district. Road communication via Alubari Ghat has been totally cut off. Surface communication via Parsuram route is disrupted in between Tohangam and Brahmakund due to landslide at many locations as well though the road was restored on war footing by BRTR authorities on 18th August evening.
All the executing agencies and District Disaster Management Authority and its executing members have been asked to submit flood reports to District Management cell.

The new Deputy Commissioner of Lower Dibang Valley District, Ravi Dhawan who is closely monitoring the situation sought the reports of availability of food, fuels and medicines in those places where road communication has been disrupted, reports DIPRO.
Roing town is in total darkness since the last two days after two electric poles were, reportedly, washed off at Dipunala (Chipu) river, near Bhishmaknagar, following the heavy downpour, adds our Correspondent.
A source from the electrical department informed, "Two electric poles have been washed away by the current of Dipunala. Since the area is totally inaccessible because of bad road, we will have to wait until the weather clears up in order to fix the problem". Until then there is no other means of distributing electricity in the town.
The restoration work could not be taken up due to flood water in Diphu river branches and it will be taken as soon as water level recedes, a departmental release said while requesting the esteemed consumers to bear with the department.
Meanwhile, the towns people can only rely on their generators and, hope and pray for the weather to clear up for the power supply to return.
District Hospital sans facilities for safe delivery

ROING, Aug 19: The District Hospital Roing lacks the basic facility of performing cesarean section deliveries; a very crucial intervention to save lives of many women. Such cases are referred to the nearest hospitals in Chapakhowa, Tinsukia or Dibrugarh, with Chapakhowa being the nearest. Such an arrangement leaves the life of a woman and her child at the mercy of God!
According to the past records, five maternal deaths have occurred in the hospital, the most recent one being a few weeks ago. Although this count seems to be very less in number, but it is an alarmingly high rate given the advances in modern medical technology.
The hospital does not even provide ultrasound facilities for expecting mothers, which is also another basic and important part of pregnancy care.
According to District Medical Officer, Dr D. Wange, "The hospital has an Ultrasound
machine but due to lack of technicians, the facility cannot be provided. The same

The hospital, however, does have a pathological lab with a technician, where routine blood tests, pregnancy and malaria tests can be done. Dr. Wange says that despite having a Gynecologist, the hospital does not perform cesarean section deliveries because of lack of facilities as well as absence of a Blood Bank in the hospital and anesthetist. “These two are very important components required for a successful cesarean section delivery, which is a major surgery", he said.
The lack of a Blood Bank makes the hospital literally handicapped in case of other emergencies too. Accident victims are, once again, referred to Chapakhowa, Tinsukia or Dibrugarh for treatment. The hospital does not have a surgeon who can attend to such patients. Only minor accident cases are attended at the hospital.
The hospital does boast of three ambulances that are ready at all hours to transport patients to the referred facility. However, the patients have to bear the ferry fare, back and forth. Although the DMO claims to provide the fuel charges to such patients, other sources sing a different tune.
According to the DMO, government is yet to provide a licence for a Blood Bank. Earlier a structure was built for the blood bank which was, reportedly, rejected as it was not deemed adequate.
"We have a whole new building now which we want to dedicate as a Blood Bank. We have trained workers for running a blood bank. However, since we do not have important equipments mandatory for a blood bank, we are not being issued a licence", said the DMO.

The DMO vouches for the Eye Unit of the hospital. "Cataract operations are also performed in the hospital", he informed.
This year an NICU is supposed to be established under the Infant Mortality Rate Reduction Act.
On shortage of medicines, the DMO cited fund shortage. "This year Rs 14 lakhs was allotted for medicines, the tendering and ordering of which was completed in March. So, hopefully this year patients will be provided medicines from the hospital", said the DMO. He also informed that the NHPC had donated medicines worth around Rs 3 lakhs to the hospital.
Last year during the rainy season, because of water logging, the labour room and the whole maternity ward was submerged in ankle deep water. However, after quick intervention of MP Mukut Mithi and local MLA Mutchu Mithi, the DMO informed, no such problem has occurred this year.
Until a Blood Bank and an anesthetist is provided to the hospital, pregnant women who can afford will continue to receive treatment from hospitals in neighbouring Assam, and the less fortunate at the mercy of their destiny.
Rain exposes PWD’s appalling road works

In Itanagar most of the roads including national highway, sector and arterial roads connecting nearby villages are in awful condition. What is worrying is that even those recently renovated roads have crumbled badly and are giving nightmare to the motorists.

“Some pebbles were dropped and black topping done in the name of road repairing. It was as if some lipstick was applied which got washed away due to recent rain. When repairing work was going on, nowhere the PWD officials were seen monitoring the progress of work. Public funds are being misused in the name of road repairing. State government claims to be providing fund for the maintenance of capital road but situation is quite different at ground,” shared a frustrated citizen of Itanagar.
He further added, “I appeal Governor JP Rajkhowa to intervene and take to task those engineers who are misusing the public money. The unholy nexus among politicians, contractors and engineers is destroying the capital road. PWD engineers have bitterly failed us. Pathetic condition of capital condition has shamed the whole of Arunachal.”
The citizens are not ready to buy argument that road gets destroyed due to heavy monsoon downpour. “Meghalaya receives more rainfall than us. But Shillong and adjoining area has one of the best roads in the whole of North East. They should stop using this excuse. Something is seriously wrong with our engineers,” said another denizens of Itanagar.

RMSA teachers without salary for 8 months

ITANAGAR, Aug 19: The teachers working under Rashtriya Madhyamik Shiksha Abhiyan (RMSA) have not been paid their salaries for the last eight months. They have been running from pillar to post, seeking early release of their hard earned salary. Despite it, the education department has failed to pay their salary.
The situation is deeply frustrating the teachers working under RMSA. “Since January this year we have not been paid salary. How can education department as well as people of state expect us to impart quality education to the children without paying our hard earned money? The present situation is deeply demoralizing us,” said a teacher working under RMSA. Further he added, “We have knocked every door and everyone just keep on assuring us. No concrete step has been taken to streamline the process of releasing salary of RMSA teachers. The slow process of clearing file is extremely slow and this has caused more heartburn.”
In July this year, Arunachal Rashtriya Madhyamik Shiksha Abhiyan Teachers’ Association (ARMSATA) had staged two days pen down strike demanding immediate release of their salaries. The second phase of strike was later called off following assurance given by the higher authority.

Pasighat, Aug 19: Horticulture students of College of Horticulture and Forestry, Pasighat are trying to help the orange farmer to control the most devastating pest that wrecks almost the entire citrus orchard in and around Pasighat, called Trunk Borer which is locally known as ‘Tatkin’.
This particular pest is known to cause severe loss in yield of many citrus fruits.
The B.Sc Horticulture 4th year students of College of Horticulture and Forestry, who are undergoing their Rural Horticultural Work Experience (RHWE) in Bodak village, under their coordinator, Associate Professor Dr. R. Saravanan, demonstrated an effective control of the pest. This involves the use of a particular insecticide ‘Dimethoate’ which is taken in a specific concentration and injected into the holes made by the pest using a syringe. These holes are then blocked using a cotton or mud paste.

PWD seeks cooperation for smooth execution of rigid pavement works
ITANAGAR, Aug 19: Capital Division-
The government is planning to convert all sectoral roads from flexible pavement to rigid pavement in a phase manner, the EE informed. “Hence, he said, instead of making hue and cry over prevailing situation and pushing and pulling of each other's we all the concerned should stand united and extend all sort of helping hand for smooth execution of such project in near future in the interest of state.”
He further said RPC project is of the first time in Itanagar and Arunachal as a whole adding some essential components such as sewerage /drain and other road stabilize structures were not incorporated in the present ongoing work. However, any shortfall has been planning to take up in the NITI AYOG programme, the EE said in a release.

FTII in spotlight for wrong reason
The FTII imbroglio has worsened with the arrest of five students in a midnight swoop last night. Police arrested five students of the Film and Television Institute of India (FTII) in Pune, charging them with rioting and other offences in connection with the gherao of director Prashant Pathrabe. The students had gheraoed Mr. Pathrabe on Monday evening, challenging his decision to go ahead with the assessment of the incomplete diploma film projects of the 2008 batch. The FTII students have been striking for the last 69 days against appointment of BJP member and TV actor Gajendra Chauhan as the Institute chairman.

Boundary Commission and border people
Dear Editor,
I would like to express my views, regarding Assam and Arunachal Pradesh status quo on the boundary dispute. The Supreme Court had constituted a local boundary commission headed by Justice (Retd) Tarun Chatterjee during the year 2006 and meeting was also convened in Assam, Sonitpur District to emphasize on the need to maintain peace and harmony and age old bond of the people of the two neighbouring States. But till today no Supreme Court verdict has came up to demarcate the boundary and how many days people have to wait for the verdict. The people who are living in areas bordering Assam are facing acute hardship every single day and night because of harassment being done by the Assam Forest Department particularly in Tarasso, Kakoi, Lora under Papum Pare, Dikhalmukh, Seijosa in East Kameng, Likabali, Telam in East and West Siang and some other parts of Arunachal Pradesh bordering Assam. Their properties are being destroyed, people have become homeless.
Union Minister of State for Home should look into the matter and try his best to solve the burning problems in coming days.

Naga Accord can lead to peace
Dear Editor,
Much have been talked and written about the recent signing of 'Peace Agreement' between the Government of India and the NSCN (IM) on August 3, 2015 which has come after eighty rounds of dialogue and consultation for almost two decades. It has endured many ups and downs to the point of testing the limits of both sides in many occasions. The signing of the accord has generated mix reactions of hope, apprehensions and suspense to all the stakeholders in the region as the contours and contents of the deal has not been made public. The Government of India and NSCN (IM) have clarified that it is only the framework that has been worked out. Going by this argument it is likely that more negotiation and consultation would continue till the final solution is reached. Till then intense speculations in the state and outside will continue to persist.
The Naga conflict is one of the oldest and well organized movements in the country with international network. Hence, any move to hammer out a solution is bound to create interest and anxiety in the entire region of Northeast India. It is going to have far reaching impact just as in August 1997 when the NSCN (IM) signed the ceasefire with Government of India it subsequently had a cascading effect on other armed groups, the United Liberation Front of Asom (ULFA) and the National Democratic Front of Boroland (NDFB), the Dimasa and Kuki armed groups all followed suit. Consequently today we are witnessing lesser militancy related violence in the region unlike in the past. Similarly, if the present agreement leads to successful resolution of the Naga problem it will have larger implication of peace and stability in the region.
The dynamics of the Naga conflict has also undergone change in the course of time. What is interesting to note is that unlike in the past when peace deal are negotiated behind closed doors but today there has been wide process of consultations and engagement with various civil society groups and public leaders. The general mood seems to be endorsing the leadership to take a final call for an amicable solution. One has to also see how the other factional leaders response to the call for unity at this crucial juncture as there are already differences of opinion being raised by few of the leaders. One can only hope that history will not be repeated like the Shillong Accord of 1975, which many believed was because of division among the Naga leaders then, coupled with coercion and threats from the state. Today, Nagas are intelligent enough to know what is possible and what is not, in other words the collective decision of the leaders is likely to be welcome and acceptable to the people. The Nagas must also respect the sentiments of other stakeholders in the region. In this context consultation and confidence building measures would be critical. However, the idea is not to undermine or delude the solution but to take everybody into confidence. Most importantly it also calls for political leaders to show political maturity and statesmanship and rise up to the occasion and not be victimized by emotions and short term political score. The present government, under the leadership of Prime Minister Narendra Modi, has shown sincerity in resolving the issue. Let's hope he will exhibit strong leadership and live up to the expectation so that this problem does not continue to cloud the minds of our future generation.

What restraints government from filling up APPSC vacancy ?

Amidst huge uproar and protests by APPSCE aspirants supported by Civil Society, Student
Organisations and Politicians cutting across party lines demanding action on individuals
involved in alleged leakage of Question Paper APPSCE 2013 -
As per sources, the Department of Personnel and Administrative Reforms had put forward
the names of Six Candidates for decision of the high level Screening Committee headed
by Chairman APPSCE, Vice Chancellor RGU and Chief Secretary as members. The three
member Committee, after detailed deliberation and scrutiny recommended three names
for final decision by the Cabinet headed by CM. Unlike in the past wherein the Government
fulfilled its Constitutional obligation within weeks or months, this time round,
the Government is taking extraordinary time of nearly a full calendar year and Cabinet
is yet to take a decision on the matter. Such delay tactics-
It is a known fact that in matters of appointment to the post of countless Parliamentary Secretaries, Chairman , Vice Chairman, OSDS and Advisors, our Government is a gold medallist for being the fastest and most dedicated but ironically, in fulfilling the Constitutional Obligations such as appointment to Members of Public Service Commission or for that matter Lokayukta, Human Rights Commission etc, it becomes lethargic, apathetic and insensitive, to say the least . Hope the guardians of the Constitution namely His Excellency the Governor, the CM, and the CS would initiate immediate necessary action to ensure that a Constitutional Body like State Public Service Commission do not remain handicapped for too long.
