ITANAGAR, Aug 19: Very old transformer of old Cinema Hall substation of Naharlagun town have burnt due to overload, informed an official release.

There has been disruption of power in the area while the department has appealed for cooperation from the consumers.

 

DA’s drive against illegal structures

Aalo, Aug 19: The West Siang district administration is carrying out a massive drive against illegal buildings and other structures at Aalo Township from today.

The eviction drive under the supervision of Town Magistrate, Liyi Bagra, EAC Judicial Kiran Ningo and DLR&SO Pumek Ronya is necessitated due to mushrooming of illegal constructions within Aalo Township. Building, retaining walls and many permanent structures erected in the Govt. quarter premises were demolished using excavators at Upper Colony area of Aalo town. 14 traders booked

ITANAGAR, Aug 19: A team of Legal Metrology & Consumer Affairs department headed by Amrit Taba, Assistant Controller (LM), Papum Pare district has conducted a surprise inspection in and around Vivek Vihar and Chandranagar and Itanagar area yesterday and booked 14 traders  for violation of the provisions of Legal Metrology Act and Rules. The traders were found using unverified weights and measures during commercial transactions, which attract penal section under Legal Metrology Act, 2009. While reminding the traders to get their weights and measures duly verified in time, the Department also appealed each and every responsible citizen to come forward with their grievances and lodge complaints either to the Legal Metrology Officers or in appropriate Consumer Fora established by the Government throughout the State, according to an official release.

 

Advanced tonsillectomy done city hospital

ITANAGAR, Aug 19: The Coblation tonsillectomy the most advanced procedure to remove the diseased tonsil is now available in the state. The COBLATION means “controlled ablation” and refers to the process of surgically dissolving tissue using plasma based radiofrequency device. The first COBLATOR assisted tonsillectomy   of the state was performed successfully on 6 years old girl by ENT Surgeon in Samaritan Hormin Hospital Naharlagun.

The COBLATION technology preserves tissue quality and allowing the surgeon to ablate the tissue in a specific area at low temperature (40-70 degree Celsius) with minimal effect to the surrounding tissue. The tissue is dissolved at the molecular level, and not burned or mechanically abraded; hence it is painless and blood less procedure. Consequently there is less post-operative pain, rapid healing, less hospital stay, early return to normal work in compared to conventional dissection method.

Since coblation technology gives excellent results and have more advantage from the surgeon and patients point of view, the  coblation tonsillectomy would be better and preferred  method of surgery in days to come and the people of the  state would not need to go outside state anymore now for this advance procedure of tonsil operation.

 

Association question Gyekar Sinyi party

ITANAGAR, Aug 19: The All Lorr Bath Youth Association has written to Governor of Arunachal complaining that a DJ party was organized inside Gyekar Sinyi(Ganga Lake) disturbing the sanctity of the lake. The association alleged that on 25th July a party was organized in the vicinity of Swimming pool with the permission of tourism department.

“The department claimed that programme was held to promote Gyekar Senyi and to highlight the re-opening of swimming pool complex. Programme was organized with special initiation by secretary tourism. Instead of organizing party in day time (from 11 am to 7 pm) the organizer held it whole night. The department themselves should have organize such programm instead of giving permission to a bar owner to organize DJ party,” the association stated.

“The organizer created havoc by littering alcohol bottle and plastic item at the site. The whole event clearly indicates that present high post holders of tourism department are not interested in any development activities and are depriving future development of the beautiful nature lake,” they added. The association has appealed to the Governor to setup SIT for proper investigation into the matter and that all the officers involved in the party at Ganga Lake should be suspended till the completion of investigation.

 

Early action against culprits sought

ITANAGAR, Aug 19: Alleging the Banderdewa police station OC of not initiating legal action against few persons who allegedly forged signatures to illegally obtain LPC, former Tani Happa GPM and Pichola-II Tani Happa GB Banderdewa has today appealed the Capital Complex SP to direct the said OC to take strict  action against the culprits  soon.

Both has alleged that despite filing of an FIR three months back the police have yet to initiate legal action against the alleged culprits.  

 

Ensure transparency in tender floating process

ITANAGAR, Aug 19: The All Arunachal Registered Contractor Association (AARCA) has in a representation to the Secretary Education today appealed him to ensure that transparency and impartiality is maintained while floating tender against two recent projects sanctioned under special plan assistance allocation 2013-14, for proper implementation of projects.

The AARCA has further appealed him to direct all his concern officers to strictly adhere to the CPWD norms and laid down procedures in conformity with the general financial rule and redress the issues in the larger interest of the people.  

 

Discussion on Infrastructure development

ITANAGAR, Aug 19: Issues like road connectivity, electricity, education, health and security were discussed during a general meeting organized by the Bameng Town People’s Forum (BTPF) at Bameng on Saturday. During the meeting, which was attended by BDO, AEs of power/ RWD/PWD, JEs of PHED/power, ADEO, ADO, BRC, GBs, GBs and general public, it was decided that government quarters in the area shall not be dismantled and instead renovated to ensure that government employees of the ADC sub-division do not face shortage of quarters.   

 

Changlang DC  urges Govt officers to be punctual

CHANGLANG, Aug 19: Newly appointed Changlang Deputy Commissioner Wayong Khimhun has appealed  to  all the  heads of offices of the district to be punctual, honest and sincere while rendering their services.  Addressing a coordination meeting here today he sought co-operation from all departmental heads in bringing substantial development in letter  and  spirit and appealed them  to work as a team in the interest of local populace. BJP, APCC mourn demise of First Lady

ITANAGAR,  Aug 19: The Bharatiya Janata Party (BJP), Arunachal Pradesh, has expressed deep shock at the sudden demise of the First Lady, Suvra Mukherjee, wife of President Pranab Mukherjee. Suvra Mukherjee, died at New Delhi yesterday morning, 11 days after she was hospitalised in a critical condition.

 While recalling the contributions of the First Lady in various fields, BJP in its condolence message said, “Late Suvra Mukherjee is one of the inspirational ladies, who offered untired  services to the Bharat Sangeet Academy for the uplift of the art and culture in the country. She was a vocalist of Rabindra Sangeet and performed in the poet's dance-dramas for long years not only in different parts of India, but also in Europe, Asia and Africa.”

Her passing away is irreparable loss for the nation and it creates great vacuum in the field of art, culture and Music, the BJP said. The party  prayed to Almighty God  for her eternal rest.

While mourning the demise of First Lady Suvra Mukherjee, Arunachal Pradesh Congress Committee (APCC) said “Late Suvra will always be remembered as a lover of art, culture and music. Her demise is a great loss to the  society.” The APCC prayed to Almighty for eternal peace of the departed soul.

 

School boundary demarcation carried out

ITANAGAR, Aug 19: The boundary demarcation of GHSS, Kimin was carried out by the staff of Land Surveyor office today under the supervision of SDO Mobia Tai, CO, principal and school management committee chairperson Tarh Yanu and the All Kimin Students’ Union (AKSU) president Tai Tassar and general secretary Nabam Tarosh here today.

Meanwhile, the AKSU has further appealed both the local MLA and concerned authorities for early construction of a boundary wall around the school to avoid future encroachment.

ITANAGAR, Aug 19: The Nocte Apex Body (NAB) has felicitated achiever Ranphoa Ngowa in a glittering function at government higher secondary school, Khonsa today. Ranphoa Ngowa is the only Arunachalee to clear the civil services examination 2014, conducted by UPSC.

He attributed his success to former Tirap DC Ankur Garg saying that it was Garg who guided him throughout his preparation and taught him the intricacies and nuances of Civil Services examination. He urged the parents to allow their children to study the subjects they liked and had aptitude for.

Lohit, Siang rivers on spate, Dambuk, Hunli cut off

ROING, Aug 19: With rain continuing unabated, road communication in Lohit, Dibang Valley, Lower Dibang Valley and East Siang have been affected. Water levels of all major rivers including Lohit, Siang have raised drastically.

Due to incessant rainfall in Lohit, the water level of all major rivers of the district including  Lohit, Kalikhola, Digaru, Lasapani, Denning, Tezukhola, Duranala are flowing above danger level, as per report received from Water Resources Department.

Major erosion took place at MIP Balijan area at Sunpura Circle and MIP at Pomliang and Hucheliang at Tezu Circle due to turbulent flood water.

Water levels of the above rivers are still in rising trend. Deputy Commissioner Tamiyo Tatak has directed all the outpost admin officers to keep strict vigil on flood situation and submit daily report to him.

WRD has been directed to monitor flood situation in the District and to keep close eye on water level of all major rivers flowing in the district. Road communication via Alubari Ghat has been totally cut off.  Surface communication via Parsuram route is disrupted in between Tohangam and Brahmakund due to landslide at many locations as well though the road was restored on war footing by BRTR authorities on 18th August evening.

All the executing agencies and District Disaster Management Authority and its executing members have been asked to submit flood reports to District Management cell.

Several roads in East Siang have been disrupted due to heavy rain. Pasighat-Pangin road has been blocked at Kalamati and  Pasighat-Mariyang road is also closed for commuters while the surface communication along NH-52 has also been disrupted between Pasighat and Mebo as the approach of Siku bridge has been washed away by the overflowing river water. The bridge is vital as it connects entire Mebo sub-division and parts of Lower Dibang Valley district with district headquarters Roing.

The river has been changing its course since the past decade and taking its turn towards the right side and every year during monsoon it gets flooded disrupting road communication. East Siang Deputy Commissioner Isha Khosla accompanied by ADC Deepak Shinde, Incharge SP T Konia, DDMO G Tsomu, EE (WRD) Tamo Jamoh, DF&CSO B Pertin visited the spot and took stock of situation. Khosla while interacting with the BRO authority had instructed to carryout restoration work. As a result the road has been made through temporarily for pedestrians this evening. During the day, the DC visited Komlingghat and directed the officials of WRD camping there to keep her updated hourly as the Mighty Siang is on high spate.

The Gadum village is totally submerged under water due to over flowing of Taro-Tamak River. The villagers of Gadum had fled to the main highway of Dambuk-Paglam Road for safety, informed MLA Lombo Tayeng. The WRC fields of Mer village have been completely washed away. The government officials of Mebo sub-division are unable to reach the affected areas because of over flowing of various rivers disrupting vehicular movement and closing of ferry service.  Mebo MLA Lombo Tayeng has directed the BRO officials to restore the portion of Siku Bridge within two to three days in order to resume the vehicular movement.

Surface Road Communication to Dambuk ADC Headquarter and Hunli Sub-Division has been disrupted due to incessant rainfall for the last few days.

ADC Dambuk Atul Tayeng informed that Dambuk ADC Headquarter is cut off from all sides. He also informed that the Dorung River is flowing above the danger level causing erosion at Anpum Village and as usual the river water is flowing into the Paglam area under Dambuk Sub-Division.

Hunli-Desali road is cut off due to change of river course of Eze(Deopani) river which has eroded the approach road to the temporary bridge over the river. This road serves as lifeline to Hunli-Desali and Anini.

The new Deputy Commissioner of Lower Dibang Valley District, Ravi Dhawan who is closely monitoring the situation sought the reports of availability of food, fuels and medicines in those places where road communication has been disrupted, reports DIPRO.

Roing town is in total darkness since the last two days after two electric poles were, reportedly, washed off at Dipunala (Chipu) river, near Bhishmaknagar, following the heavy downpour, adds our Correspondent.

A source from the electrical department informed, "Two electric poles have been washed away by the current of Dipunala. Since the area is totally inaccessible because of bad road, we will have to wait until the weather clears up in order to fix the problem". Until then there is no other means of distributing electricity in the town.

The restoration work could not be taken up due to flood water in Diphu river branches and it will be taken as soon as water level recedes, a departmental release said while requesting the esteemed consumers to bear with the department.

Meanwhile, the towns people can only rely on their generators and, hope and pray for the weather to clear up for the power supply to return.

 

 

District Hospital sans facilities for safe delivery

ROING, Aug 19: The District Hospital Roing lacks the basic facility of performing cesarean section deliveries; a very crucial intervention to save lives of many women. Such cases are referred to the nearest hospitals in Chapakhowa, Tinsukia or Dibrugarh, with Chapakhowa being the nearest. Such an arrangement leaves the life of a woman and her child at the mercy of God!

According to the past records, five maternal deaths have occurred in the hospital, the most recent one being a few weeks ago. Although this count seems to be very less in number, but it is an alarmingly high rate given the advances in modern medical technology.

The hospital does not even provide ultrasound facilities for expecting mothers, which is also another basic and important part of pregnancy care.

According to District Medical Officer, Dr D. Wange, "The hospital has an Ultrasound machine but due to lack of technicians, the facility cannot be provided. The same goes for the X-ray and the CT scan machines, which are all lying unused because the hospital has no technicians to operate them".

The hospital, however, does have a pathological lab with a technician, where routine blood tests, pregnancy and malaria tests can be done. Dr. Wange says that despite having a Gynecologist, the hospital does not perform cesarean section deliveries because of lack of facilities as well as absence of a Blood Bank in the hospital and anesthetist. “These two are very important components required for a successful cesarean section delivery, which is a major surgery", he said.

The lack of a Blood Bank makes the hospital literally handicapped in case of other emergencies too. Accident victims are, once again, referred to Chapakhowa, Tinsukia or Dibrugarh for treatment. The hospital does not have a surgeon who can attend to such patients. Only minor accident cases are attended at the hospital.

The hospital does boast of three ambulances that are ready at all hours to transport patients to the referred facility. However, the patients have to bear the ferry fare, back and forth. Although the DMO claims to provide the fuel charges to such patients, other sources sing a different tune.

According to the DMO, government is yet to provide a licence for a Blood Bank. Earlier a structure was built for the blood bank which was, reportedly, rejected as it was not deemed adequate.

"We have a whole new building now which we want to dedicate as a Blood Bank. We have trained workers for running a blood bank. However, since we do not have important equipments mandatory for a blood bank, we are not being issued a licence", said the DMO.

The Roing District Hospital is a 60-bed facility, which falls under the guidelines of 51 to 100-bed hospitals under the Indian Public Health Standards (IPHS). Sadly, the hospital fails to meet up to these guidelines of the IPHS.

The DMO vouches for the Eye Unit of the hospital. "Cataract operations are also performed in the hospital", he informed.

This year an NICU is supposed to be established under the Infant Mortality Rate Reduction Act.

On shortage of medicines, the DMO cited fund shortage. "This year Rs 14 lakhs was allotted for medicines, the tendering and ordering of which was completed in March. So, hopefully this year patients will be provided medicines from the hospital", said the DMO. He also informed that the NHPC had donated medicines worth around Rs 3 lakhs to the hospital.

Last year during the rainy season, because of water logging, the labour room and the whole maternity ward was submerged in ankle deep water. However, after quick intervention of MP Mukut Mithi and local MLA Mutchu Mithi, the DMO informed, no such problem has occurred this year.

Until a Blood Bank and an anesthetist is provided to the hospital, pregnant women who can afford will continue to receive treatment from hospitals in neighbouring Assam, and the less fortunate at the mercy of their destiny.

 

 

Rain exposes PWD’s appalling road works

ITANAGAR, Aug 19: Two days of downpour has further deteriorated the already dilapidated capital road.  In Itanagar most of the roads including national highway, sector and arterial roads connecting nearby villages are in awful condition. What is worrying is that even those recently renovated roads have crumbled badly and are giving nightmare to the motorists.

Starting from Chimpu to Zero point tinali, the potholes have developed in multiple areas. In some cases, potholes as big as size of a small fish pond have developed.  Potholes near BB Plaza, Police Headquarter, Bank Tinali, Chandranagar, D-sector have turned national highway into quarry sites. Interestingly few days ago PWD had carried out minor repairing work in all the above mentioned road stretches.

“Some pebbles were dropped and black topping done in the name of road repairing. It was as if some lipstick was applied which got washed away due to recent rain. When repairing work was going on, nowhere the PWD officials were seen monitoring the progress of work. Public funds are being misused in the name of road repairing. State government claims to be providing fund for the maintenance of capital road but situation is quite different at ground,” shared a frustrated citizen of Itanagar.

He further added, “I appeal Governor JP Rajkhowa to intervene and take to task those engineers who are misusing the public money.  The unholy nexus among politicians, contractors and engineers is destroying the capital road. PWD engineers have bitterly failed us. Pathetic condition of capital condition has shamed the whole of Arunachal.”

The citizens are not ready to buy argument that road gets destroyed due to heavy monsoon downpour. “Meghalaya receives more rainfall than us. But Shillong and adjoining area has one of the best roads in the whole of North East. They should stop using this excuse. Something is seriously wrong with our engineers,” said another denizens of Itanagar.

The situation is quite bad in Gohpur-Chimpu road too. In this section, the work for construction of four lane highway is going on due to which the road condition has deteriorated. Similarly Itanagar-Jully and Itanagar-Jote roads are also in horrible condition. Surprisingly Itanagar-Jote road was repaired last winter. But due to inferior work quality, the road has been damaged at multiple areas. The terrible condition of Itanagar road raises serious question mark over the work culture of PWD.

 

 

RMSA teachers without salary for 8 months

ITANAGAR, Aug 19: The teachers working under Rashtriya Madhyamik Shiksha Abhiyan (RMSA) have not been paid their salaries for the last eight months. They have been running from pillar to post, seeking early release of their hard earned salary. Despite it, the education department has failed to pay their salary.

The situation is deeply frustrating the teachers working under RMSA. “Since January this year we have not been paid salary. How can education department as well as people of state expect us to impart quality education to the children without paying our hard earned money? The present situation is deeply demoralizing us,” said a teacher working under RMSA. Further he added, “We have knocked every door and everyone just keep on assuring us. No concrete step has been taken to streamline the process of releasing salary of RMSA teachers. The slow process of clearing file is extremely slow and this has caused more heartburn.”

In July this year, Arunachal Rashtriya Madhyamik Shiksha Abhiyan Teachers’ Association (ARMSATA) had staged two days pen down strike demanding immediate release of their salaries. The second phase of strike was later called off following assurance given by the higher authority.

DC shares concern on smuggling of cannabis and timber

BOMDILA, Aug 19: Chairing a day long review meeting of the departmental activities with special reference to the on-going schemes at Kalaktang Sub-Division, Deputy Speaker, AP Legislative Assembly TN Thongdok said that all the developmental activities should originate from the grass root level and education and health are the basic requirements of the people.

Informing that the 14th Finance Commission has given lots of scope to the state government for planning and development, Thongdok stated that the officers should have vision, if they really are committed for the cause of the people.

Earlier, Deputy Commissioner AK Singh expressing serious concern on issues of smuggling of Cannabis and timber from the area by certain banned outfits, DC Singh said that responsibilities would be fixed and matter dealt seriously. However, he assured that security has been beefed up to the maximum and situation under control. The locals need to bear with the inconvenience that normally follows suit during such arrangements for the larger interest, he said.

He suggested cultivation of large cardamoms as an alternative for the villagers of the area indulging in cultivation of cannabis as a rehabilitation programme.

He further opined that such periodical review meetings should not be confined to the district headquarters only rather efforts should be made to convene it in all the sub-divisions in the district. We need to reach out to the people, he said.

DK Memorial Badminton Championship

ITANAGAR, Aug 19: Nearly 300 badminton players from across the state will be vying for top honours in their respective age category in the 3rd Dorjee Khandu Memorial State Open Badminton Championship which got off to a lively start at Raj Bhawan Badminton Stadium here today.

The Championships will be held for Boys and Girls U-13, U-15, U-19 Singles and Doubles and Men and Women’s Open Singles and Doubles events.

According to organizing committee, 297 shuttlers from 20 districts/clubs, namely Tawang, West Siang, Namsai, Anjaw, Upper Subansiri, East Kameng, Lower Dibang Valley,Lohit, Lower Subansiri, Kra Daadi, Kurung Kumey, East Siang, Tirap, Longding,Seijosa, Kimin, Yazali, Sagalee, Khonsa, Capital Complex have enrolled their names for the Championship.

Chief Minister Nabam Tuki, who attended the opening ceremony, reiterated his government’s commitment for development of games and sports through various sportsperson friendly programmes and policies.

He said that 335 sportspersons have already been employed in various government departments under sports quota and 100 various categories of post in Police Department in Tirap, Longding and Changlang are still lying vacant for want of eligible candidates. He asked the sportspersons to grab the opportunity.

The Chief Minister admitted the shortage of infrastructure for various sports disciplines, including badminton. He regretted the state’s inability to host the national badminton event this year, in spite of having the opportunity, due to lack of infrastructure.

“We let a great opportunity of hosting the National Junior Badminton Championships slip away due to non-availability of required infrastructure, regretted Tuki. He said that Rs. 10 Cr. has been kept in the budget especially for creation of state-of-art badminton infrastructure.

“The state will soon be able to host the national events after the new infrastructure comes up. He directed the Capital Complex Deputy Commissioner Mige Kamki to start looking for land for setting up badminton infra.

The chief minister said that he was quite happy to see steady progress and development of games and sports in the state and appreciated the sports department for it. He mentioned the recent performance by the archers, weightlifters, karatekas, shuttlers and few sportspersons in various other sports disciplines.

He asked the participating players to make good use of the championship by not only showing their hidden talents but also spreading camaraderie and brotherhood.

Responding to the request of Chief Patron of DK Memorial Badminton Championship and Tourism Minister Pema Khandu, the Chief Minister announced that the Championship will be sponsored by the state government from next year (4th edition) onwards. He said that the memories of late chief minister will remain alive in the hearts and minds of people of the state through this Championship.

Later, he declared the Championship open.

Earlier, Arunachal State Badminton Association (ASBA) President and Rajya Sabha Member Mukut Mithi gave a brief history of badminton in Arunachal Pradesh and the Championship conducted in fond memory of Late Chief Minister Dorjee Khandu, who was an avid lover of sports. He also recalled the contribution of former Governors Mata Singh and Arvind Dave in promoting and popularizing badminton in Arunachal.

Addressing the participating players, Mithi asked them to make good use of the championship and consider it as gateway for their entry into national, regional and international level competitions.

State’s top badminton player Laa Talar administered oath to the participating players to upkeep the sense of discipline, sportsman spirit and friendship among them throughout the championship.

Pema Khandu in his brief speech lauded the Chief Minister for according priority to games and sports sector, especially the ‘Mission Olympics’ programme introduced by him in the budget.

Pema advised the young sportspersons to take optimum benefit of the initiatives and excel in their chosen fields and bring laurels for the state and the country.

Tuki partnering with Parliamentary Secretary Likha Saaya played a friendly match against Mithi and Parliamentary Secretary Pani Taram to mark the opening ceremony. The duo of Mithi and Taram won the match.

Abrupt stop in Seppa-Chayang Tajo road work causes concern

ITANAGAR, Aug 19: Expressing grave concern over abrupt stop in Seppa-ChayangTajo road construction work following direction from Superintending Engineer, Public Works Department, Sagalee Circle, the Chayangtajo ZPM has sought the intervention of East Kameng Deputy Commissioner for early resumption of the road work.

The Superintending Engineer, Public Works Department, Sagalee Circle on July 27 through WT message to the Executive Engineer, PWD, Chayang Tajo Division has directed the later to put an immediate stop to the ongoing North East Council (NEC) sponsored 81 km road work between Seppa to Chayang Tajo saying that the amount of work done has already exceeded the agreement amount.

“You are directed to stop further work on Seppa-ChayangTajo road since amount of work done has already exceeded the agreement amount of Rs 87.54 crore as per your verbal report on 27 July 2015. Since, the NEC authority has not yet sanctioned Revised Estimate of project, the department shall not in a position to pay excess amount beyond agreement,” the message read.

Placing the grievance on behalf of the local public of ChayangTajo, ZPM Lama Bagang, along with Block Congress president and ASM yesterday met the deputy commissioner and submitted a memorandum seeking his intervention for early restoration of the road work.

The group also demanded for setting up of a Special Investigating Team (SIT) to study the matter that led to abrupt stop in construction work. It also demanded a white paper on the road project on all the sections and stages from both Gammon India Ltd and PWD from beginning till date.

Disapproving the order issued by the EE, Sagalee through WT message, as mere verbal communication, Lama Bagang said, “the WT message only contains terms/reasons based on verbal report, which itself is questionable. Such order needs authentic proofs, based on white paper and related corroboration, when it comes to such huge project.”

 “As per agreement, 70 km road works out of the total 81 km should have been completed by now, he said while accusing both the executing parties of adopting dilly-delaying tactics.

He said that sudden halt in road work is causing a serious concern among people of Upper- East Kameng belt. The recent torrential rainfall and subsequent blockades in this section of road has added woes to their sufferings, he said.

On pointing out that slow execution of the projected work, since its initial stage in the year 2008-09 by Gammon India Ltd might have resulted in today's sudden stoppage by PWD, the Gammon India in their defence has accused PWD for the present situation.

The company said that the exceeding of amount out of its actual cost was all due to PWD.

 

 

Nation-wide strike in protest against

Road Transport and Safety Bill-2014

ITANAGAR, Aug 19: The joint national convention of road transport workers in association with Central Trade Unions and major State Road Transport Workers Organizations in a recent meeting in New Delhi unanimously decided to go for a day’s nation-wide general strike on September two in protest against the ‘erroneous’ Road Transport and Safety Bill-2014.

The convention observed that the bill contains lot of amendments which are against the public interest, anti-worker and is aiming to privatize the core road transport sector by handing it over to Corporate...

Several representations were submitted earlier to the Prime Minister and the Union Minister for Road Transport and Highways opposing the bill but their demands were not considered, in was informed in the convention/.

The convention called upon all Road Transport Workers of the country both Public and Private Sectors to join the Nationwide General Strike irrespective of their affiliations to make the action programme a success.

The convention was attended by different Central Trade Unions of the Country along with independent/Major State Road Transport Workers Organisations. Dobing Sonam and a team attended the meeting from Arunachal.

Earlier in the last week of July, the team led by Sonam attended a meeting in Guwahati held under the banner of All India Road Transport Worker’s Federation. The meeting presided over by K.K. Divakaran, Secretary General of AIRTWF supported the joint call for the September two nation-wide strike.

 

 

Horticulture students come to rescue of orange farmers

Pasighat, Aug 19: Horticulture students of College of Horticulture and Forestry, Pasighat are trying to help the orange farmer to control the most devastating pest that wrecks almost the entire citrus orchard in and around Pasighat, called Trunk Borer which is locally known as ‘Tatkin’.

This particular pest is known to cause severe loss in yield of many citrus fruits.

The B.Sc Horticulture 4th year students of College of Horticulture and Forestry, who are undergoing their Rural Horticultural Work Experience (RHWE) in Bodak village, under their coordinator, Associate Professor Dr. R. Saravanan, demonstrated an effective control of the pest. This involves the use of a particular insecticide ‘Dimethoate’ which is taken in a specific concentration and injected into the holes made by the pest using a syringe. These holes are then blocked using a cotton or mud paste.

Villagers of Bodak have reported remarkable result in control of the pest.

 

 

PWD seeks cooperation for smooth execution of rigid pavement works

ITANAGAR, Aug 19: Capital Division-B PWD Executive Engineer Tana Nekam Tara has appealed to all   concerned to bear with the inconvenience caused due to ongoing Rigid Pavement construction (RPC) works in the Capital roads.

The government is planning to convert all sectoral roads from flexible pavement to rigid pavement in a phase manner, the EE informed. “Hence, he said, instead of making hue and cry over prevailing situation and pushing and pulling of each other's we all the concerned should stand united and extend all sort of helping hand for smooth execution of such project in near future in the interest of state.”

He further said RPC project is of the first time in Itanagar and Arunachal as a whole adding some essential components such as sewerage /drain and other road stabilize structures were not incorporated in the present ongoing work. However, any shortfall has been planning to take up in the NITI AYOG programme,  the EE said in a release.

Highlighting some technical difficulties that involves in construction of rigid pavement works in the  Capital roads, the  EE clarified that one has to fulfill all the criteria minutely to attain the life of concrete  for  minimum 30-40 years while constructing the rigid pavement.

Pointing out the topography that creates hinder in  construction activities,  he said “laid concrete has to be kept undisturbed for minimum 24 days to achieve maximum strength to withstand any form of load but in our case commuters are too impatient and tend to ride their vehicle within a week. Under this  circumstance one could ascertain the condition of rigid pavement work.”

Proper water-cement ratio is also part of the prescribed in pavement construction, he said and stressed on the need to stick to the design ratio with utmost care to deliver quality works. He further observed that construction activities in this monsoon season would affect the design ratio due to high moisture content in sand and aggregates. “Considering above situations the construction work has been halt up for congenial working seasons.” Therefore,  all concerned  are  requested to bear with the inconvenience causes due to the rigid pavement construction.

TAWANG, Aug 19: Parliamentary Secretary for RWD Jambey Tashi, on Monday, inaugurated a 50 bedded boys and girl’s hostel at Government residential school at remote Taksang village nestled near China border. The local legislator is on a three day tour of the Pangchen region of his constituency.

Tashi lauded the untiring service of the teachers, SMC members and panchayat leaders, terming the upper primary school a model school of the district. Seeking cooperation from everyone in the development of the region, he urged the people to forget petty individual resentments and rise above party lines and work hand in glove for the all round development of the region.

 Further, laying emphasis on the vitality of imparting quality education, health facilities and safeguarding tradition and culture, he cautioned the villagers to beware of rumours and hollow statements of mischief mongers and malicious antisocial elements engaged in creating chaos in the society and defaming the peaceful district.

Tawang DDSE Apel Tayeng, former Dudunghar-Zemithang ZPM Sang Norbu, SMC chairman Lama Lhundup and Tawang DAEO Hrider Phuntsok also spoke on the occasion.

The inaugural event was attended by Mukto Anchal chairperson Namgey Tsering, Zemithang-Dudunghar Anchal Chairperson Dorjee Gyetsen, Muchat ASM Gyatso and Tawang and Lumla Block Education officers amongst others.

Later in the evening, the parliamentary secretary convened an interaction meeting with the natives at Taksang Tourist lodge, wherein he redressed their grievances on electricity and water supply. While pledging all possible assistance on his behalf, he committed to pursue various developmental proposals at appropriate level at the earliest.

 

 

Consultative Committee meeting for Special summary Revision

ZIRO, Aug 19: The Consultative Committee meeting for Special summary Revision of photo electoral rolls was held today Ziro.

DEO Kanki Darang said that a good electoral registration is the first step to a good and effective electoral process. No eligible candidate should be restraint from exercising their voting rights. The BLOs appointed should list out dead and shifted voters through house to house survey and present the list to the designated officers to avoid duplicate votes, he added.  He also informed the political representatives to restrain from submitting bulk electoral registrations forms during hearing. This encourages fake voters.

SDO cum ERO Hapoli, Nending Chatung while briefing the party representatives said that such revisions are necessary for 100% participation and he sought their cooperation for an error free electoral roll .He also dealt in detail the appointment of Booth Level Agents (BLAs) and stated that the role of BLAs to enhance the participation of recognized political parties in roll revision and complementing the BLOs is very important. He also informed the political party representatives that the appointment of a BLA shall not be revoked during the revision process except in unavoidable circumstances like death cases.

He informed that SVEEP programes will be centrally conducted at Yachuli and Hapoli. He also informed that the submission of proposals for modification/creation of polling station in the existing list of polling stations of 16-Yachuli and 17-Ziro Hapoli should be submitted before 25th of August.  (DIPRO)

 

 

Community disaster awareness programme begins in Lohit

TEZU, Aug 19: A week-long community awareness programme on disaster management in Lohit district started  here yesterday. The Programme is being organized by Inspector Manoj Kumar Ojha-led 35- member team of the National Disaster Response Force (NDRF) BN Guwahati in collaboration with the DDMA Lohit.

Awareness cum mock drill on disaster management started from Govt Hr Sec School Tezu wherein all the school authority, teaching faculty and the students attended a day-long programme.  The DDMA Lohit has decided to cover all three administrative circles, namely, Tezu, Sunpura and Wakro, two Govt Hr. Sec. Schools - Tezu, Jeko and Govt Sec School Wakro of the district in a week long programme.

Lohit DC and DDSE told that such disaster awareness activities at the doorstep of the schools will definitely bring a sense of awareness among the younger generation and will help in bringing a disaster resilient society in near future.

The team will give impetus on basic surviving skills, search and rescue, earthquake safety, flood safety and fire safety during awareness programme. The team will also give a firsthand training to the participants on first aid and search and rescue during the programme involving school children, teachers, PRI members, Govt officials. DIPRO

FTII in spotlight for wrong reason

The FTII imbroglio has worsened with the arrest of five students in a midnight swoop last night. Police arrested five students of the Film and Television Institute of India (FTII) in Pune, charging them with rioting and other offences in connection with the gherao of director Prashant Pathrabe. The students had gheraoed Mr. Pathrabe on Monday evening, challenging his decision to go ahead with the assessment of the incomplete diploma film projects of the 2008 batch. The FTII students have been striking for the last 69 days against appointment of BJP member and TV actor Gajendra Chauhan as the Institute chairman.

The student's agitation has been supported by opposition parties. Congress vice-president Rahul Gandhi and Delhi Chief Minister Arvind Kejriwal has extended support to the agitating students. The arrest of five students in the middle of night raises serious question mark over the handling of the situation.  Government should not be so harsh on the agitating students. As per the media report, Union Government has constituted a three member team to assess the situation. It looks like finally some sense has prevailed. They should start dialogue process with students and try to resolve the matter amicably. FTII is one of the most respected institutes of country and has produced many brilliant personalities who have gone on to create a niche for themselves in the film industry. Institute of such high prestige should not become the victim of political bickering. For the interest of nation, the FTII imbroglio should be resolved as soon as possible.

Boundary Commission and border people

Dear Editor,

I would like to express my views, regarding Assam and Arunachal Pradesh status quo on the boundary dispute. The  Supreme Court had constituted a local boundary commission headed by Justice (Retd) Tarun Chatterjee during the year 2006 and meeting was also convened in Assam, Sonitpur District to emphasize on the need to maintain peace and harmony and age old bond of the people of the two neighbouring States.  But till today no Supreme Court verdict has came up to demarcate the boundary and how many days people have to wait for the verdict. The people who are living in  areas bordering Assam are facing acute hardship every single day and night because of harassment being done by the Assam Forest Department particularly in Tarasso, Kakoi, Lora under Papum Pare, Dikhalmukh, Seijosa in East Kameng, Likabali, Telam in East and West Siang and some other parts of Arunachal Pradesh bordering Assam. Their properties are being destroyed, people have become homeless.

Union Minister of State for Home should look into the matter and try his best to solve the burning problems in coming days.

Naga Accord can lead to peace

Dear Editor,

Much have been talked and written about the recent signing of 'Peace Agreement' between the Government of India and the NSCN (IM) on August 3, 2015 which has come after eighty rounds of dialogue and consultation for almost two decades. It has endured many ups and downs to the point of testing the limits of both sides in many occasions. The signing of the accord has generated mix reactions of hope, apprehensions and suspense to all the stakeholders in the region as the contours and contents of the deal has not been made public. The Government of India and NSCN (IM) have clarified that it is only the framework that has been worked out. Going by this argument it is likely that more negotiation and consultation would continue till the final solution is reached. Till then intense speculations in the state and outside will continue to persist.

The Naga conflict is one of the oldest and well organized movements in the country with international network. Hence, any move to hammer out a solution is bound to create interest and anxiety in the entire region of Northeast India. It is going to have far reaching impact just as in August 1997 when the NSCN (IM) signed the ceasefire with Government of India it subsequently had a cascading effect on other armed groups, the United Liberation Front of Asom (ULFA) and the National Democratic Front of Boroland (NDFB), the Dimasa and Kuki armed groups all followed suit. Consequently today we are witnessing lesser militancy related violence in the region unlike in the past. Similarly, if the present agreement leads to successful resolution of the Naga problem it will have larger implication of peace and stability in the region.

The dynamics of the Naga conflict has also undergone change in the course of time. What is interesting to note is that unlike in the past when peace deal are negotiated behind closed doors but today there has been wide process of consultations and engagement with various civil society groups and public leaders. The general mood seems to be endorsing the leadership to take a final call for an amicable solution. One has to also see how the other factional leaders response to the call for unity at this crucial juncture as there are already differences of opinion being raised by few of the leaders. One can only hope that history will not be repeated like the Shillong Accord of 1975, which many believed was because of division among the Naga leaders then, coupled with coercion and threats from the state. Today, Nagas are intelligent enough to know what is possible and what is not, in other words the collective decision of the leaders is likely to be welcome and acceptable to the people. The Nagas must also respect the sentiments of other stakeholders in the region. In this context consultation and confidence building measures would be critical. However, the idea is not to undermine or delude the solution but to take everybody into confidence. Most importantly it also calls for political leaders to show political maturity and statesmanship and rise up to the occasion and not be victimized by emotions and short term political score. The present government, under the leadership of Prime Minister Narendra Modi, has shown sincerity in resolving the issue. Let's hope he will exhibit strong leadership and live up to the expectation so that this problem does not continue to cloud the minds of our future generation.

The active role and support of civil organizations in the Naga peace process has opened up space for greater participation ever since the cease-fire was signed in 1997. Their role will continue to be more crucial now particularly in uniting all the factional voices within the state and outside. For that matter even civil society groups outside the state too have an important role to play; however, it is saddening to see that, in recent times many of the civil organizations have become too extreme and arrogant in their approach and views towards issues, we need to understand that, either my way or the highway kind of attitude will not serve any good purpose but would only create and increase more problem and hatred among various communities.

It is also important to understand that in any conflict resolution, it cannot be a win-win or lose-lose situation for conflicting parties, it has to win some and sacrifice some. Sacrificing here should not be seen as weakness, but should be looked at from the point of moral and ethical superiority. Apology and forgiveness of the past omission and commission committed within the communities and outside, is another important attribute in the process of any conflict resolution, because tit for tat and vengeance is not going to lead us anywhere. According to Gandhi 'forgiveness is manlier than revenge or punishment' though he had great respect for law, but at the same time discouraged the recourse of law to settled dispute for the simple reason that the law does not address the root of the conflict. Therefore, forgiveness and reconciliation are of extreme importance towards the process of conflict resolution and transformation.

We are a great democratic nation; if the constitution provides scope and provision to resolve the conflict, let's welcome it and make our democracy more vibrant by accommodating and collaborating rather than competing with each other and give peace a chance.

What restraints government from filling up APPSC vacancy ?

Amidst huge uproar and protests by APPSCE aspirants supported by Civil Society, Student Organisations and Politicians cutting across party lines demanding action on individuals involved in alleged leakage of Question Paper APPSCE 2013 -14, the Government for the first time came out with a detailed advertisement on07/Jan/2015  inviting candidates for filling up the lone vacancy of a Member APPSC resulting from retirement of J. Pulu.

As per sources, the Department of Personnel and Administrative Reforms had put forward the names of Six Candidates for decision of the high level Screening Committee headed by Chairman APPSCE, Vice Chancellor RGU and Chief Secretary as members. The three member Committee, after detailed deliberation and scrutiny recommended three names for final decision by the Cabinet headed by CM. Unlike in the past wherein the Government fulfilled its Constitutional obligation within weeks or months, this time round, the Government is taking extraordinary time of nearly a full calendar  year and Cabinet is yet to take a decision on the matter. Such  delay tactics- intentional or unintentional has hampered the smooth and effective functioning  of the  State Public  Service Commission and also allowed many Govt Departments especially the technical ones to justify and resort to illegal and unconstitutional  method of Recruiting  even Group B Category Jobs  which is otherwise the duty of the Public Service Commission. While it is learnt through Media and other reliable sources that, one of the proposed candidates has already been appointed as Member of a Central undertaking and  started assuming  office, one of the other two candidates   has not been given Vigilance Clearance for his alleged involvement in PDS Case.

It is a known fact that in matters of appointment to the post of countless Parliamentary   Secretaries, Chairman , Vice Chairman, OSDS and Advisors, our Government is a gold medallist for being the fastest  and most dedicated but  ironically, in fulfilling the Constitutional Obligations such as appointment to Members of Public Service Commission or for that matter Lokayukta, Human Rights Commission etc, it becomes lethargic, apathetic and insensitive, to say the least . Hope the guardians of the  Constitution  namely His Excellency the Governor, the CM, and the CS would initiate immediate necessary action to ensure that a Constitutional Body like State Public Service  Commission do not remain handicapped for too long.
